The Tribal Youth Council Manipur (TYCM) has submitted a memorandum to Chief Minister Yumnam Khemchand Singh, advocating for the appointment of a Minister-in-Charge of Tribal Affairs & Hills from among tribal MLAs who can be stationed in Imphal. According to TYCM’s press release, Article 164 of the Indian Constitution stipulates that the Chief Minister is appointed by the Governor, who also appoints other Ministers on the Chief Minister’s advice. Since the outbreak of ethnic clashes on May 3, 2023, the tribal people in Manipur have been unable to meet with the Minister of Tribal Affairs & Hills, whose absence has led to a paralysis of the department critical for the welfare of tribal areas.

The prolonged lack of ministerial presence has stalled the release of funds and the implementation of various development schemes for over a year, disproportionately affecting communities not involved in the clashes. This stagnation has heightened existing disparities and hindered the development process in tribal and hill areas, indicating a pressing need for effective governance and revitalization of development efforts.

The TYCM cautions that if a Minister-in-Charge who cannot maintain a presence in Imphal is appointed again, the development in tribal areas will further stagnate, exacerbating the issues from previous years. The council emphasizes the urgent necessity of proactive measures to restore governance and bridge the developmental gaps caused by the absence of leadership.

In their appeal, the council expresses hope that the Chief Minister will take decisive action on this critical issue, underlining the need for dedicated leadership to support the tribal communities of Manipur.
