A three-day district-level training programme for the Census 2027 Phase I (House Listing and Housing Census – HLO) commenced at the District Panchayat Resources Centre (DPRC), Mini Secretariat Campus, Churachandpur. Organized collaboratively by the Directorate of Census Operations, Manipur, and the District Administrations of Churachandpur and Pherzawl, the event is conducted under the guidance of Principal Census Officers (PCOs) from both districts.
Mannuamching, IAS, Deputy Commissioner of Pherzawl and PCO, greeted the attendees and emphasized the significance of the training. She urged charge-level officers to gain a solid understanding of the census processes, effectively utilize digital tools, and comprehend their roles and responsibilities.
Dharun Kumar S, Deputy Commissioner of Churachandpur and PCO, addressed the necessity for comprehensive training and preparedness to ensure accurate data collection and efficient census operations. He encouraged trainees to learn diligently from the expert trainers and emphasized the importance of collaboration between Sub-Divisional Officers (SDOs) and their staff.
The training sessions, conducted by Joseph Lanah, Deputy Director at the Directorate of Census Operations, Manipur, and Nijhar Ojha, DPA, Cir-A, aim to enhance the knowledge of district and charge officers regarding census processes. The curriculum includes basic concepts and definitions, along with hands-on experience with census portals such as the Census Management and Monitoring System (CMMS), the House Listing Block Creator (HLBC) web application, and the HLO mobile app. These tools are designed to assist enumerators in collecting data on 33 census questions during Phase I.
Attendees include Additional District Census Officers, Charge Officers, Deputy District Census Officers, technical assistants, and census clerks from both Churachandpur and Pherzawl districts, highlighting a comprehensive effort towards standardized and accurate census operation in the upcoming phases.
