On the morning session of the Manipur Legislative Assembly, Chief Minister Y. Khemchand Singh presented the 16th Annual Report (2022–2023) of the Manipur Information Commission. The Secretary announced the Governor’s assent to several Bills, including the Manipur Contingency Fund Bill, the Dhanamanjuri University (Second Amendment) Bill, and the Manipur Goods and Services Tax (Seventh Amendment) Bill, among others. During the question hour, Khemchand addressed inquiries about road construction payments, confirming Rs. 1,669 lakh paid to a contractor and detailing the verification of 1,435 UNLF(P) cadres receiving stipends.

He noted the beginning of a phased resettlement process for Internally Displaced Persons (IDPs) and described investigative efforts regarding the recent killing of a contractor in Kakching district. Khemchand also responded to concerns over hailstorm impacts, directing Deputy Commissioners to assist affected families and prioritize the evaluation of property damage.

Addressing cut motions on Demand No. 11 – Medical, Health and Family Welfare Services, Khemchand acknowledged the need for a departmental enquiry into the implementation of the Chief Minister-gi Hakshelgi Tengbang (CMHT). He asserted that the state’s infant mortality rate is lower than the national average and emphasized the government’s extensive health initiatives, including over 1,000 awareness programs. Health Cards have been distributed to IDPs, with mental health support provided, benefiting around 30 lakh patients through free diagnostic services aided by the National Health Mission. The session adjourned until 2 pm.
