Media briefing for Manipur Staff Selection Commission (MSSC) regarding the recruitment process was held on Thursday at its temporary office at the Deputy Commissioner Complex, Imphal west. Briefing the media, T. Ranjit Singh, retired IAS officer and the first Chairman of the newly- constituted Manipur Staff Selection Commission (MSSC), has reaffirmed the Commission’s commitment to ensuring a transparent, secure, efficient, and merit-based recruitment system for subordinate posts in the State. Ranjit Singh said that he assumed charge on September 2, 2024, following his appointment under Section 3 of the Manipur Staff Selection Commission Act, 2022. As the Commission is newly established, it is currently functioning with limited manpower, including officers deputed in addition to their regular duties. Despite these constraints, he said, concerted efforts are being made to establish robust systems.
The Chairman clarified that MSSC will conduct recruitment examinations for Group C and Group D posts only, while recruitment to gazetted posts will continue to be handled by the Manipur Public Service Commission (MPSC). Highlighting a major reform, Ranjit Singh informed that the Government has approved the conduct of examinations through Computer-Based Testing (CBT) mode. This initiative, being introduced for the first time in Manipur, aims to eliminate human error and manipulation, thereby ensuring fair and smooth conduct of examinations. He further stated that the Commission has issued its first recruitment notification for around ten regular posts of Multi-Tasking Staff (MTS). Although government appointments are generally made on contractual basis initially, special approval was obtained from the Governor-in-Council, as the State is presently under President’s Rule, to make these appointments on regular basis.
The Chairman informed that online applications are being accepted from 10 a.m. onwards through the Commission’s fully functional official website. Eligible candidates may apply online; however, sponsorship from the concerned Employment Exchange Office is mandatory. Appealing to the candidates and parents, Ranjit Singh urged them not to believe rumours and assured that there would be no corruption in the recruitment process. He emphasized that selections would be made strictly on merit and that candidates who prepare sincerely and follow instructions would have a fair opportunity.
He also stated that the Commission remains open to clarifying doubts and assisting candidates. “There is no need to panic. Only deserving candidates will be selected,” he said. Expressing confidence in the Commission’s role, the Chairman said that the establishment of the Manipur Staff Selection Commission would bring a sea change in the recruitment of Group C and Group D subordinate staff and significantly contribute to good governance in the State in the coming years. The function was also attended by officials and staff of the commission.
