The Manipur International Youth Centre (MIYC) has formally expressed its strong objection to a proposal put forth by the Managing Director of the Manipur State Power Distribution Company Limited (MSPDCL) regarding “performance-based promotions” for key positions such as General Manager (GM) and Executive Director (ED). MIYC argues that the Managing Director has misrepresented the existing HR Policy framework, trying to persuade the Chief Minister to approve a change that could jeopardize the established service structure, hierarchical order, and promotional opportunities for MSPDCL employees.
In a press release, MIYC highlights that the HR Policy does not endorse a shift to a primarily performance-based promotion system, as suggested in the Managing Director’s letter. The organization views this proposed change not merely as an administrative adjustment, but as a potential threat to the entire service framework within the power sector of Manipur. The implementation of these changes, MIYC warns, could undermine seniority, overlook the contributions of long-serving officers, and foster an environment rife with uncertainty and resentment among employees who rely on established service rules for progression.
The power sector operates within a highly technical and hierarchical framework, where responsibilities are clearly delineated along a chain of command. MIYC asserts that disrupting this chain with discretionary promotions could lead to inefficiencies and a decline in morale within the department. They caution that introducing a vague, performance-based evaluation system without clear and objective criteria may cultivate favoritism and political interference, ultimately damaging employee morale and public confidence in the sector’s functionality.
MIYC has called upon the Chief Minister to reject the proposal outlined in the Managing Director’s February 18, 2026, letter, urging that no administrative actions be authorized based on this misleading suggestion. They also request the cancellation of any related communications from the Chief Minister’s Office and a strict adherence to existing HR Policies and promotion regulations by relevant authorities. The organization emphasizes that the MSPDCL employees are vital to Manipur’s power infrastructure, advocating for a promotion system based on fairness, transparency, and established rules. They demand an immediate retraction of the controversial proposal and urge the Managing Director to cease misrepresentations of service rules to the government.
