The Federation of Civil Society Organisations, Manipur (FOCS), a coalition of 13 civil societies, has submitted a memorandum to Prime Minister Narendra Modi, urging for the unconditional release of three alleged UNLF cadres led by Pambei. The memorandum, handed over on April 11 through the Chief Minister of Manipur, expresses shock over the unexpected arrest of the three cadres by the NIA on March 13, 2024.
The individuals in question, namely Thokchom Sidabamapu, Laimayum Anand Sharma, and Thounaojam Ibomcha of Salam Keikhu, Imphal West, are said to have played crucial roles in facilitating the ongoing peace process between the State and Non-state actors. The memorandum highlights Manipur’s recent strides towards peace, notably the signing of the cease-fire agreement, termed “THE PEACE AGREEMENT,” on November 29, 2023, in New Delhi.
It emphasizes that UNLF cadres, who were previously engaged in underground activities against the Government of India, emerged aboveground in compliance with the political overtures of the Indian government, which assured immunity from past offenses. However, the arrest of these cadres is seen as a breach of the terms and conditions outlined in the peace agreement, leading to a loss of confidence among the people of Manipur in the government’s commitments.
The memorandum warns that such actions could jeopardize the cease-fire agreement, as Non-State actors may lose trust in the promises made by the government. Despite mass movements such as sit-in protests and night rallies appealing for the release of the UNLF cadres, authorities have allegedly paid no heed. Therefore, the intervention of Prime Minister Narendra Modi is deemed essential to uphold the peace process and restore faith in the government’s assurances.
