Manipur government aims for free vehicle movement across the state, according to officials. Governor Ajay Kumar Bhalla chaired meetings at Raj Bhavan to review administrative and developmental initiatives. Administrative Secretaries discussed departmental developments and initiatives, with the Secretary for Transport highlighting rules for road safety and free flow of transport systems, briefing Governor on infrastructure. He drew attention to the fact that helipads are still being built in several state districts.

Kuki tribal organizations have vehemently opposed free movement along National Highway-2 (Imphal to Dimapur) and National Highway-37 (Imphal to Jiribam along southern Assam), which pass through Kuki tribal inhabited areas, since the ethnic violence between the Meiteis and Kuki-Zo-Hmar broke out in Manipur on May 3, 2023. Along the NH-37 and NH-2, the two main surface routes for transporting necessities, food grains, medications, building supplies, and other commodities from outside the state, the security forces currently offer substantial escorts to trucks and other vehicles carrying goods.
