In view of the prevailing law and order concerns, the ongoing financial hardships in the state, and the need to ensure peaceful celebrations, a joint consultative meeting was convened on Thursday in connection with the upcoming Yaoshang festival. The meeting was organized by the Kakching District Bar Association at its office located within the Kakching District Court complex. It was held in collaboration with various civil society organisations and student bodies of the district. The meeting was presided over by President of Kakching District Bar Association, Nongmaithem Modhu. Among those present were Sub-Divisional Police Officer (SDPO) Kakching, Kh. Hemabati; President of Kakching Bazar Business Welfare Association, Y. Rajendra; and President of Thoubal and Kakching District Apunba Lup, Y. Bheigyachandra.
Representatives from several organisations attended the meeting, including All Kanglei Students’ Union (Kakching District), Students’ Union of Kangeipak (Kakching District), Kangeipak Students’ Association (Kakching District), MSF Kakching District, JNGVO, Kakching Keithel Apunba Ema Lup, Kakching Apunba Nupi Lup, Haomee, Kha Maikei, Sekmaijin-Tokpaching United Club Organisation, ADO, and various other student organisations.
After detailed deliberations, the house unanimously resolved that during the Yaoshang festival, no individuals or groups shall block National Highways, State Highways, or inter-village roads for the purpose of collecting donations. It was also decided that forcibly stopping vehicles to demand money would not be allowed. The meeting further resolved to conduct awareness programmes to educate children and youths about safe and responsible practices during the festival.
It was agreed that any violation, including road blockades, would invite legal action as per the law. With regard to cultural activities, the meeting decided that Thabal Chongba should not be held beyond 11 pm.
The house also expressed concern that prolonged celebrations adversely affect the academic activities of students. Although only two days are officially listed as holidays in the government gazette notification for Yaoshang, the practice of extending holidays in schools and colleges was discussed. The meeting resolved to urge the Deputy Commissioner (DC), Superintendent of Police (SP), Zonal Education Officer (ZEO), and District Transport Officer (DTO) to take necessary measures and ensure strict implementation of rules and smooth functioning of institutions and public services during the festival period.
