The 5th session of the 12th Manipur Legislative Assembly commenced with Governor Anusuiya Uikey delivering her address, highlighting the significant progress and development achieved over the past year. Addressing the assembly, Governor Anusuiya began by acknowledging the state’s efforts in maintaining law and order and ensuring justice delivery, particularly amidst challenging circumstances following the violence that erupted on May 3 last year. Expressing condolences for the unfortunate loss of 219 lives during the violence, Governor Anusuiya extended sympathies to the bereaved families. She mentioned that the government is disbursing ex-gratia payments of Rs. 10 lakh to the affected families after due verification, and ensuring proper handling of mortal remains and conducting last rites.

To bolster law and order, Governor Anusuiya informed the assembly that the government has deployed 198 companies of central armed police forces and 140 columns of army personnel to assist state security forces. Additionally, 187,143 individuals were detained under preventive measures, with approximately 10,000 FIRs registered to date. Notably, cases have been transferred to the CBI and NIA for independent investigation, further ensuring transparency. Governor Anusuiya emphasized efforts to protect religious sites and properties of displaced persons, with coordinated security coverage provided to prevent further destruction or encroachment. Continuous initiatives are underway for the resettlement and welfare of displaced individuals, both in hill and valley regions.

Highlighting the economic impact of the crisis, Governor Anusuiya noted the strain on Manipur’s economy, with an estimated loss of fiscal resources amounting to approximately Rs. 800 crore for the current fiscal year. Despite these challenges, she detailed various developmental projects undertaken across multiple sectors, including healthcare, tribal affairs, education, food security, power, agriculture, and natural resource management.
