Manipur has been under President’s Rule since February 13, 2025, due to extensive violence and political unrest. Reliable sources indicate that the formation of an elected government could take place before the Budget session set to begin on January 28, 2026. However, the final decision regarding the lifting of President’s Rule relies on the Prime Minister’s approval, as key Central leaders await his response.

Officials from the Union Home Ministry have engaged in numerous discussions with stakeholders, including leaders from the Meitei, Naga, and Kuki communities, to evaluate the situation and explore the viability of establishing a state government. After assessing the current circumstances, the Ministry has advised the Central Government that conditions are now favorable for government formation.

The Centre is closely monitoring the implications of a potential government formation, particularly how the Meitei community will react. Kuki leaders, who previously opposed the idea, have reportedly quieted their objections. They are now asking for three ministerial positions—two from Churachandpur and one from Kangpokpi—as well as the role of Deputy Chief Minister. Naga representatives have not raised any objections in recent talks with the Union Home Ministry.

Other political dynamics include a suggestion from Meghalaya Chief Minister Conrad K. Sangma to the Union Home Minister to consider including two National People’s Party (NPP) MLAs in the Manipur Cabinet, reflecting the coalition ties between NPP and BJP, as the NPP holds six seats in the state assembly.

Several BJP MLAs claim there is a consensus among legislators across party lines regarding the necessity of reinstating an elected government before the current term of President’s Rule expires on February 12, as they believe it is in the state’s best interest. Some members of BJP indicated that a new government could possibly materialize before January 26, interpreting the delay in printing invitations for Republic Day celebrations as a potential signal for upcoming political changes.

Additionally, Thongju MLA Th Biswajit was reported to have traveled to Guwahati to consult with senior RSS leaders, further indicating the active political maneuvering within the state.

Overall, the potential return to an elected government in Manipur is anticipated either prior to the Budget session or during the Parliament session, signifying a notable shift from the prevailing President’s Rule that has lasted since the resignation of former Chief Minister N Biren Singh on February 9, 2025.
