Deputy Chief Minister Losii Dikho has disclosed that across 10 districts, a total of 81 individuals have been arrested, including 16 village chiefs, one landowner, and 64 poppy cultivators; in addition, 44 FIRs have been registered in connection with such cases.
On the last day of the 7th session of the 12th Manipur Legislative Assembly, “Medium Term Fiscal Policy Statement, Fiscal Policy Strategy Statement & Macroeconomic Framework Statement and Disclosures” was laid on the table of the House by Chief Minister and Leader of the House Yumnam Khemchand Singh.
Also, a total sum of Rs. 12,588,694,000 for seven departments for the financial year 2026-27 was passed at the House. These include a sum of Rs. 4,398,032,000/- for Demand No. 12- Municipal Administration, Housing, and Urban Development: a sum of Rs. 7,111,632,000/- for Demand No. 22- Public Health Engineering: a sum of Rs. 70,201,000/- for Demand No. 24- Vigilance and Anti-Corruption Department: a sum of Rs. 1,37,04,900/- for Demand No. 28- State Excise: a sum of Rs. 6,75,60,000/- for Demand No. 29- Sales Tax, other Taxes/Duties on Commodities and Services: a sum of Rs. 2,635,500,000/- for Demand No. 31- Fire Protection and Control and a sum of Rs. 5,406,700,000/- for Demand No. 33- Home Guards.
Answering to a Starred Question raised by Th. Lokeshwar Singh, Khundrakpam A/C MLA, Chief Minister Yumnam Khemchand Singh, stated that the work under Pukhao Gram Panchayat is being undertaken with assistance from NABARD under RIDF-XXX. The project has a sanctioned amount of Rs. 8 crore, with a work order issued for Rs. 7.84 crore. The sanction order, work order,MLA and and agreement copies were later tabled in the House.
Answering another Starred Question from Th. Lokeshwar Singh, Deputy Chief Minister Losii Dikho, stated that under the Van (Sanrakshan Evam Samvardhan) Abhiniyam, 1980, of the Ministry of Environment, Forest & Climate Change, Government of India, and Department of Forest, Environment & Climate Change, Government of Manipur, clearance for 1.30 hectares at Yumnam Patlou, under Khundrakpam A/C, was granted to M/S Keystone Infra Pvt. Ltd. The clearance was issued for addressing a blind corner and rectifying a curved road, with copies of Annexure I and II provided to the agency.
He further informed that the excavated hill earth removed by the user agency, M/S Keystone Infra Pvt. Ltd., was utilized for filling river embankments and for the Imphal Ring Road project.
Regarding whether any arrests have been made against landowners who permitted poppy cultivation on their land, Losii Dikho informed the House that action has been taken based on reports submitted by the Home Department.

Chief Minister Yumnam Khemchand Singh said that the construction of drainage under Imphal Municipal Corporation areas has already begun. He said that the drainage constructions are being done in Imphal municipal areas under the Rigid Pavement project and will be improved once completed.
He further stated that the Government is looking into the matter of frequent waterlogginggovernment in Imphal city. Commenting on the issue of waste management, he stated that the public, too, needs to inculcate civic sense on the issue. He added that the Rs. 33 crore project has already been submitted to the Union DoNER Ministry on this matter. He further stressed the need for greater civic sense among the public, noting that despite the absence of waste dumping sites at Khwairamband Bazar, people still dump garbage there. He also remarked that some residents are unwilling to pay even Rs. 200 per month for garbage collection services.
In regard to the urban housing schemes, the chief minister stated that around 27,000 houses will be constructed in the near future, and beneficiaries will receive financial assistance after construction. To avail the urban housing scheme, the landowner must be registered in the name of a woman.
He further informed the House that the master plan for the Imphal Municipal Corporation area is completed and the government is working for the remaining 26 Municipal Council areas.
Replying to a query raised by MLA K. Meghachandra Singh during the Cut Motion on the Public Health Engineering Department in the Manipur Legislative Assembly, Deputy Chief Minister Losii Dikho, PHED and Forest Environment & Climate Change Department, stated that the department is taking proactive steps to bridge infrastructure gaps in water supply across the state.
He informed the House that efforts are underway to ensure a regular supply of drinking water to the people of Waithou, in line with the state’s goal of universal water coverage. Several water supply schemes under the Jal Jeevan Mission are currently being implemented in Wangkhem Assembly Constituency, he added.
Highlighting progress, he said that the construction of an overhead tank at Charangpat Mamang Leikai has reached about 90 percent completion. However, the work is presently on hold due to non-performance by the executing agency, for which a show-cause notice has been issued to the contractor for abnormal delay. He added that the contractor has assured that the remaining work will be completed within six months.
Despite the delay, he said, the Charangpat water supply scheme is operational, with drinking water currently being supplied to households in the area. He further noted that the overall timeline for the Jal Jeevan Mission has been extended to December 2028.
Regarding pipeline works under the NDB (New Development Bank), the Deputy Chief Minister assured that pending supplies will be completed within two months. He also acknowledged issues in certain packages, including Package Nos. 7 and 9, and stated that discussions have been held with the contractor to expedite the supply of remaining pipes to all constituencies.
Answering a query raised by MLA Th. Lokeshwar Singh, Deputy Chief Minister Losii Dikho, informed that there are a total of nine packages under the NDB. He stated that Package Nos. 7 and 9 are currently facing issues related to contractor engagement. However, he noted that the remaining NDB packages are progressing well in both urban and rural areas.
Responding to a query raised by MLA K. Meghachandra Singh during the Cut Motion on the Vigilance and Anti-Corruption Department, Chief Minister Khemchand Singh stated that the department is currently facing a shortage of manpower as it is staffed by personnel from the police force, who have been largely engaged in managing the prevailing law and order situation. He informed the House that with the improvement in the law and order situation, the Vigilance and Anti-Corruption Department is expected to receive adequate manpower in due course.
Highlighting the department’s performance, the chief minister stated that a total of 222 cases have been taken up over the past five years. Of these, 23 cases were registered as FIRs, 149 cases have been disposed of, and 11 cases are currently under trial following the filing of charge sheets.
With regard to the case filed by MLA K. Meghachandra Singh to the Vigilance and Anti-Corruption Department, the Chief Minister informed the House that the case is being taken up.
Replying to a question raised by MLA Th. Lokeshwar Singh, during the Cut Motion on Fire Protection and Control, Minister Konthoujam Govindas Singh informed the House that efforts are underway to establish additional fire sub-stations in every constituency across the state.
He stated that the need for expanding fire service infrastructure has arisen due to factors such as increasing population, rapid urbanization, shrinking water bodies, and the impacts of climate change.
He further stated that five new fire substations have recently been made operational. In addition, the department has been conducting training programs in various villages and towns to enhance public awareness and preparedness for fire hazards.
Emphasising the role of the department as an essential emergency service, he noted that a team of 18-20 personnel is required to respond effectively to emergencies. He added that the department is actively working towards expansion and has already submitted proposals to the Government of India for further strengthening of fire services in the state.
