The 7th session of the 12th Manipur Legislative Assembly focused on discussions and voting regarding 10 Demands for Grants for the financial year 2026–27, culminating in the approval of Rs 6710,88,32,000 for various departments. Chief Minister Yumnam Khemchand addressed inquiries about the declining inflation rate in Manipur, which recorded the lowest rates nationally in early 2026, and assured action for timely disbursement of salaries and pensions. Responses to concerns about Income Tax exemptions for business owners indicated that such issues are under the jurisdiction of the Union Government. Regarding the Die-in-Harness scheme, the Chief Minister promised to expedite the filling of vacant posts and appoint Nodal officers for effective coordination.
The assembly encountered Cut Motions on several Demands raised by MLAs, particularly concerning Tribal Affairs and Hills Development. Deputy Chief Minister Nemcha Kipgen clarified that the distribution of scholarships faced delays due to issues with Aadhaar seeding and document submission, denying any reported irregularities. The Chief Minister further stated that the matter of Autonomous District Council (ADC) elections had been referred to the Hill Areas Committee.
On transport developments, it was reported that Manipur State Transport resumed services across 12 districts, and key infrastructure projects such as the Inter State Bus Terminus were underway to alleviate traffic congestion. The vehicle scrapping project approved by the Ministry of Road Transport and Highways will also be implemented under a PPP model. Furthermore, a budget allocation of Rs. 60 crore for road maintenance under PMGSY was discussed.
The 10 Demands for Grants included funding allocations for Transport, Labour & Employment, Tribal Affairs and Hills Development, Environmental issues, Community & Rural Development, Planning, Rehabilitation, State Academy of Training, and Minority welfare initiatives, collectively approved to support state’s expenditures until March 31, 2027. Following these discussions, the assembly was adjourned until the next scheduled session on March 16.
