The 7th Session of the 12th Manipur Legislative Assembly discussed and voted on 7 demands for grants totaling Rs. 2524,88,16,000 for the Financial Year 2026-27. Key allocations included Rs. 16,29,33,000 for Information and Publicity, Rs. 1423,53,69,000 for Medical Services, and Rs. 791,75,33,000 for the Social Welfare Department. The session also passed The Manipur Money-Lenders Bill, 2026, which requires certified Chartered Accountants to maintain money lenders’ accounts.
Chief Minister Yumnam Khemchand Singh addressed concerns regarding Medical Services, stating no recent resignations of super specialist doctors at JNIMS and reported the lowest AIDS transmission rates in India. He confirmed that out of 16 sanctioned Drug Inspector posts, 8 are filled, with proposals underway to fill the remaining positions and an online portal for pharmaceutical licenses has generated Rs. 52 lakh.
In response to inquiries about Consumer Affairs, the Chief Minister noted a temporary halt in the e-KYC process for ration card registration due to system failures, now resumed. Regarding delays in distributing rice rations, he mentioned an expected allocation in April. He also addressed the High Court’s backlog of election petitions, citing two vacant judge positions and a prompt to expedite selections. On the Social Welfare front, he highlighted a proposal for monthly support for 6,646 IDP children, affirming a letter to the Ministry for outstanding funds to assist the identified beneficiaries.
