The Manipur State Legal Services Authority (MASLSA) hosted a State Level Interaction cum Sensitization Programme on Juvenile Justice at the High Court of Manipur’s auditorium, attended by notable figures including Justice M. Sundar, Chief Justice of the High Court, and Justice A. Bimol Singh, Executive Chairman of MASLSA. The event gathered various stakeholders including legal professionals, social welfare representatives, and members of the Juvenile Justice Boards and Child Welfare Committees.
Justice Sundar highlighted that Juvenile Justice transcends legalities, emphasizing social responsibility towards children, described metaphorically as “uncut diamonds” affected by their environment. He discussed the Juvenile Justice (Care and Protection of Children) Act, 2015, which aims at balancing compassion with accountability and focuses on rehabilitation through education and vocational training. He stressed the need for effective implementation through infrastructure, trained personnel, and collaboration among relevant departments.
Justice Bimol underscored the significance of safeguarding children’s rights and future, linking societal peace to the well-being of children. He pointed to the Social Welfare Department’s critical role in executing the Juvenile Justice Act via Child Care Institutions and District Child Protection Units. He also identified the challenge of establishing Observation Homes in every district to expedite case handling, reinforcing that children should not be detained unlawfully.
Justice Guneshwar emphasized the reformative nature of the Juvenile Justice Act, concentrating on rehabilitation and reintegration rather than punishment. He stated the vital roles of all stakeholders in the system, cautioning that any shortcomings could impede the Act’s effective implementation. Throughout the programme, participants shared experiences and discussed challenges in juvenile justice, fostering dialogue aimed at enhancing timely and child-friendly justice delivery in Manipur.
