Governor Ajay Kumar Bhalla launched the State-level Birth Registration Based Aadhaar Enrolment (BRBAE) service at Lok Bhavan, Imphal, facilitating Aadhaar enrolment for children aged 0 to below 5 by linking it with their birth registration number from the Civil Registration System through the Child Enrolment Lite Client (CELC) mobile application. This initiative aims to increase transparency and efficiency in birth certification and Aadhaar enrolment, while improving citizen service delivery. In the first phase, 23 health facilities under the Directorate of Health Services, Manipur will start Aadhaar enrolment following the sanction of CELC kits by UIDAI, with a total of 31 facilities designated for the BRBAE initiative, thus ensuring early identity establishment for children and better access to government services. Furthermore, the Governor launched Hopegrown – Black Rice, a unique initiative by the Kangpokpi District Administration aimed at helping displaced families through sustainable farming, providing not only income security but also restoring dignity and self-reliance. Governor Bhalla urged officials to study and reproduce this initiative in other districts tailored to local conditions to aid vulnerable communities. Additionally, he launched the University Calendar in collaboration with Dr. Anupam Mishra, Vice-Chancellor of Central Agricultural University, during which he interacted with senior academic leadership from its colleges.
