The Scheme for Economic Empowerment of Women through Self Help Groups (SHGs), designed to support approximately 3.5 lakh women in Manipur, was unveiled by Chief Minister Y. Khemchand Singh during the presentation of the Budget Estimates for the 2026-27 financial year in the Manipur Legislative Assembly. This scheme aims to enhance the financial independence of women by bolstering women-led SHGs, providing financial assistance over three years, with an initial Direct Benefit Transfer (DBT) of Rs. 10,000 to each woman beneficiary in the first year. A total of Rs. 350 crore has been allocated for this initiative.

During this session, the Chief Minister also discussed notable features of the Budget, indicating improvement in the law and order situation and reflecting progress in various sectors, attributing it to the peace maintained by the citizens and ongoing support from the Government of India. The state’s revenue collection showed impressive growth, rising from Rs. 2,087 crore in 2024-25 to Rs. 2,887 crore in 2026-27, signifying over a 38 percent increase within two years.

Additionally, the Government of India has provided a special package of Rs. 2,198 crore for several critical needs, including the pre-payment of high-interest loans, security-related expenses, and rehabilitation support for Internally Displaced Persons (IDPs). This financial backing has been pivotal in facilitating the State’s development initiatives, enabling continued progress without stifling financial resources.

The Chief Minister expressed commitment to enhancing revenue generation while rationalizing expenditures to ensure that capital investment for development remains unimpeded. To improve public financial management, a new fund release mechanism, SNA-SPARSH, has been implemented for Centrally Sponsored Schemes (CSS).

In addressing IDP issues, rehabilitation and resettlement have been declared as governmental priorities, supported by significant assistance from the Government of India for constructing permanent residences, compensating for personal belongings, and repairing homes. The budget earmarks Rs. 734 crore specifically for IDP recovery efforts in the 2026-27 financial year.

Furthermore, the Government is dedicated to enhancing connectivity through significant funding toward road expansion and upgrades. This comprehensive budget presentation indicates a multi-faceted approach to governance in Manipur, focusing on women’s empowerment, revenue growth, IDP rehabilitation, and infrastructural development, all while anticipating continued support from the central government as the state progresses toward stability and recovery.
