The 7th Session of the 12th Manipur Legislative Assembly took place on Wednesday, focusing on discussions and voting regarding 14 Demands for Grants for the financial year 2026–27. On the third day of these proceedings, Chief Minister Yumnam Khemchand Singh presented the demands, which encompassed various departments including State Legislature, Council of Ministers, Secretariat, Land Resources, Police, PWD, Textiles, Commerce & Industries (TCI), Power, Youth Affairs and Sports (YAS), Jails, Printing, Fisheries, Art & Culture, and Economic & Statistics. The total amount passed by the House for these departments was Rs 5,471,91,20,000 for the financial year.
Specifically, the allocations included Rs. 349,10,69,000 for Demand No. 1 (State Legislature), Rs. 14,16,70,000 for Demand No. 2 (Council of Ministers), Rs. 149,00,27,000 for Demand No. 3 (Secretariat), Rs. 137,54,51,000 for Demand No. 4 (Land Resources), Rs. 3,183,97,49,000 for Demand No. 7 (Police), Rs. 884,51,28,000 for Demand No. 8 (Public Works Department), Rs. 85,13,03,000 for Demand No. 21 (TCI), Rs. 405,90,28,000 for Demand No. 23 (Power), Rs. 102,14,19,000 for Demand No. 25 (Youth Affairs and Sports), Rs. 37,37,88,000 for Demand No. 32 (Jails), Rs. 5,56,38,000 for Demand No. 35 (Printing), Rs. 43,73,56,000 for Demand No. 37 (Fisheries), Rs. 52,40,72,000 for Demand No. 41 (Art and Culture), and Rs. 21,34,22,000 for Demand No. 49 (Economic & Statistics). These funds were approved to facilitate the necessary expenditures before the financial year concluded on March 31, 2027.
Additionally, during the session, the Chief Minister presented three significant reports: the Annual Report 2025-2026 of the Manipur Lokayukta, the Annual Report 2023-2024 of the Manipur Information Commission, and the Economic Survey of Manipur for 2024-25. Further legislative business ensued following these presentations.
During discussions, MLA K. Meghachandra Singh raised cut motions concerning Demand Nos. 7, 8, 23, 25, and 41, resulting in queries that required responses from several ministers. In response to concerns about the scheduling of the census, the Chief Minister noted that communication had been established with the Election Commission of India, and the census would proceed after house listings and the Special Intensive Revision (SIR) were completed, under the oversight of the Register General of India. Art and Culture Minister Khuraijam Loken Singh highlighted efforts to fill vacant posts within his department after consulting with the Chief Minister.
Home Minister Govindas Konthoujam addressed issues related to illegal immigration by stating that committees had been formed to monitor and check illegal immigrants, and emphasized ongoing security measures in sensitive areas to curb illicit activities.
Concluding the morning session, the House passed the Manipur Appropriation (No.1) Bill, 2026, introduced by Chief Minister Yumnam Khemchand Singh, before adjourning until the following day at 11 a.m. for the next sitting.
